Goals of some of the Programs and Conventions.
1. Final goals of the Program of Cooperation to Outer Developemtn of the Dominican Republic:
The final goal is the full training of Graduates in Municipal Management. However, its central goals mainly gear towards:
• The development of skills to design iniciatives to give practical solutions to the problems of municipal management, specifically within the sphere of services and participation of both the community and private sector in management proceedings.
The development of the approach, theories, models and methodology that allow the student to get the basis of deep knowledge of the municipal matter and to step into the empiric investigation of the local issue.
To promote the ability to fulfil empiric studies and/or municipal comparative studies, so in this manner being able to establish projects and plans that allow these institutions to commonly manage iniciatives in oder to get resources and give services.
• Encourage iniciatives of local Investigations as a planning tool and as a tool of critic of the municipal practice.
2. Goals of the Program of Local Management for Guatemala / El Salvador:
Full training and studies in the subjects of urbanization, municipal finances, transportation, environment, residues, commercial areas and zoning. Promotion and development of actions in the areas of managemente of the municipal services, with special emphasis in the problematics in urbanization and local, urban and territorial development, with a double goal in mind:
1.-To promote the citizenship’s knowledge of these matters, so it will help to the strengthening of the Municipal Administration and local, urban and rural development.
2.-To promote the citizenship’s participation on the activities of its respective local and/or national entity.
• Full training and excelling of those who assume responsabilities within their municipalities, local and national administrations, communal administrations and investigation and training centers.
• Any other action that helps achieving the pursued goals.
3. Goals of the Framework Agreement with Venezuela:
- To establish scientific exchanges and collaboration relations within the different fields of the public management and the growth of inter-government relations.
• To articulate programs destined to the exchange of experiencies in public management, the achievement of training activities and joint investigations, impulse and promotion of publications regarding these matters.
• Exchange of publications, leaflets and materials related to Political, Social, Economic, Business Administration, Public Administration and Administrative Law studies, as well as any other subjects of common interest for both parties.
• Likewise, there exist the possibility of develop joint publications regarging subjects of common interest for both parties.
• Organization in Venezuela and Spain, of training activities for university students and professionals, within the sphere of those principles that shall inspire both organizations, in order to promote economic and social development of Latin American governments.
4. Goals of the conventions signed in the Dominican Republic:
• National Council for the Reform of the State (CONARE).
5. Pontifical Catholic University Mother and Teacher in Santiago de los Caballeros (PUCMM):
1.-Reciprocal exchange of information with these institutions about the group of activities carried out within the different fields of common interest.
2.- Exchange of publications, leaflets and materials related to Political, Social, Economic, Business Administration, Public Administration and Administrative Law studies (in the case of CONARE) and related to public administration, zoning, municipal local training (in the case of PUCMM and its unit Center of Urban and Regional Studies – CEUR).
3.-Organization of training activities for university students and professionals, in order to promote social and economic development of Latin American governments.
4.-Consolidation of an structure of training and excelling within the public management area.
6. Framework Agreement of collaboration with Spanish Airports and Air Navigation (AENA)
• Organization of training activities, education and consulting, addressed to professionals of the public sector, preferably in Latin American, in transportation, preferably aerial, urbanization and management of public infrastructures, avobe all.
• Said collaboration will be specified, basically, in the following activities: Organization to implement and develop different conferences, seminaries and courses; Development of scholarship programs for specialized training; to hand over experts who would participate in training activities, consulting, or ellaboration of studies; activities addressed to Latin American professsionals regarding organizative models of public infrastructures management, specially airports and their contribution to the development of the municipalities, based on the Spanish experience of AENA in those said fields.
• In special, some of the areas that could be subjected to those activities are urbanization, transportation, intermodality, financiation, planning and development of the air trasportation’s infrastructures, environment and those other subject areas that may be necessary within the field related to the development of the municipalities and their infrastructures. These activities will be mainly addressed to Latin American professionals of the public sector, with the aim of, taking advantage of AENA’s and ICODE’s experience, studying in depth the planning and management of airport infrastructures and their contribution to the development of the municipalities and local communities.
